Galaxy rotation curves

What's wrong (standard view): Flat rotation curves. Need DM halos.

ISST status

Current status: PARTIAL

Modified Poisson on Branch A: ∇²Φ = (4/3)·4πG(1+f)ρ with regulator S(ā). Tested against 175 SPARC galaxies with universal parameters (no per-galaxy tuning): median RMS 13.8 km/s (ISST) vs 12.7 km/s (MOND). On the Q=1 high-quality sub-sample (99 galaxies), ISST wins: 12.1 vs 13.3. The (4/3)(1+f) enhancement is first-principles; the sigmoid regulator parameters (a₀_reg, q) are calibrated, not derived.
